You may need a permit or a guide to access this area. However, I tried to get a permit in Tuba City - I did not succeed. I was there last in Sept. 2018

ROUTE DESCRIPTION
We have chosen the southern approach route, which is a bit longer, but completely uncomplicated:
from Tuba City on the 264 southeast after MM 355 left on an unmarked dirtroad, after 3-4 mi there is a Y-branch, which you follow to the left, after another 10 mi you have reached the Zipfelmützen.
You have to cross the Moenkopi Wash about 1 km before the Five Padres, which is only possible with HC-4WD after rainfalls.
The above formations are right next to the dirt road. The pinnacles face south so they are always in the sun.
